ACTION PLAN TO IMPLEMENT THE BRAZIL-KOREA STRATEGIC PARTNERSHIP 2026-2029




The Government of the Federative Republic of Brazil


and


The Government of the Republic of Korea,

(hereinafter referred to as “the two sides”);



Wishing to revitalize the Comprehensive Cooperative Partnership for Common Prosperity in the 21st Century between the two countries;


Deciding to elevate the bilateral relationship to the level of a Strategic Partnership;


Desiring to deepen dialogue and coordination on issues of common interest, strengthening mutual trust and promoting peace, security and stability at the international level, as well as sustainable and inclusive prosperity;


Committed to expanding bilateral cooperation and dialogue in multilateral fora;


Underlining the importance of upholding the purposes and principles of the UN Charter, in particular the protection and promotion of human rights, the respect for international law and the maintenance of peace and security, at the regional and global levels;


Highlighting, furthermore, the importance of the protection and promotion of democracy;


Highlighting their commitment to promoting sustainable development and to mobilizing science, technology, innovation and international cooperation to address major global challenges;


Have reached the following Action Plan for the period 2026–2029:



General Principles


(1) Both sides will implement this Action Plan for the years 2026–2029 in order to expand the bilateral partnership and explore synergies in areas that contribute to closer strategic relations and to the growth of their national economies, with a view to achieving mutual benefits.


(2) This Action Plan is not intended to create any legally binding rights or obligations. This Action Plan will be carried out in accordance with the respective laws and regulations of the two countries and subject to the availability of appropriate funds and human resources of the two sides.


(3) The bilateral initiatives contained in this Action Plan are structured in five sections, as follows. 


1. Political Dialogue, Cooperation, and People-to-People Exchange


  Both sides recognize the importance of promoting their high-level political dialogue at the bilateral and multilateral levels, as well as their shared interests in promoting contacts between their populations, cultural exchanges, and international cooperation. In this context, both sides recall their shared vision to elevate the bilateral relationship to the level of a Strategic Partnership and will pursue the following joint initiatives:


a) promote exchanges of high-level visits between the two countries;

b) hold an annual meeting of the bilateral Political Consultation Mechanism at the level of vice-ministers of Foreign Affairs;

c) promote bilateral dialogue between the political planning units of both sides;

d) strengthen cooperation, engagement and exchange of views on global and regional issues at the United Nations as the center of multilateralism, as well as in other competent multilateral or plurilateral fora, such as the G20 and others;

e) enhance cooperation in advancing the effectiveness of development cooperation in all its forms, taking into account the work of relevant international platforms, such as the Global Partnership for Effective Development Cooperation mechanism and the Busan Global Partnership Forum, in supporting global knowledge-sharing and learning in a complementary manner;

f) enhance dialogue between the two countries in promoting global efforts to combat hunger and poverty, including through engagement in the Global Alliance against Hunger and Poverty and by deepening technical cooperation in food and nutritional security;

g) encourage visits and direct contacts between members of the legislative bodies of each country, including between the parliamentary friendship groups of the two countries;

h) revitalize the implementation of the Memorandum of Understanding between the Rio Branco Institute of the Ministry of Foreign Affairs of the Federative Republic of Brazil and the Korea National Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Korea on Mutual Cooperation on Training of Diplomats, signed on 28 May 2012;

i) encourage participation of both Brazilian and Korean youth in the Working Holiday Program under the Agreement signed in August 2025;

j) strengthen the exchange of public policies and best practices in the field of social development, with an emphasis on socioeconomic inclusion, the promotion of decent work, the strengthening of social protection systems, and initiatives for productive inclusion, in line with agreed multilateral frameworks, especially the Sustainable Development Goals.


2. Economy, Finance, Trade and Investment


  Both sides observe that there is great potential for increasing bilateral trade and investment flows, given the remarkable complementarity between the two economies. Economic cooperation and trade on an equal and mutually beneficial basis are in the interest of both countries.

  Both sides recognize the importance of deepening economic and financial relations between the two countries. In this regard, they encourage the ministries and competent financial authorities of both countries to intensify institutional dialogue, including through the establishment of a regular consultation mechanism. These efforts aim not only to strengthen cooperation at the bilateral level, but also to expand coordination and collaboration in relevant multilateral fora and international financial institutions, including the G20 and the International Monetary Fund (IMF).

  Both sides desire to promote the expansion and diversification of exchange and dialogue between the countries’ development finance institutions, aiming to foster investment through financial cooperation in projects of interest to both countries.

  To strengthen trade relations and promote productive integration, both sides negotiated the Arrangement on Trade and Productive Integration between the Government of the Federative Republic of Brazil and the Government of the Republic of Korea. The Arrangement will promote bilateral trade and strengthen productive integration by deepening industrial, agricultural, technological and digital cooperation; scaling collaboration in priority sectors; building more resilient supply chains through information-sharing and mapping of critical products; facilitating trade and investment through more transparent and efficient regulatory processes; and strengthening SPS and related agriculture cooperation to enable safer, smoother agricultural trade. In addition to the commitment under the Arrangement, the two sides will pursue the following complementary initiatives:


Industry and Services


a) promote cooperation in sustainable and circular industrial value chains, including resource efficiency, circular economy practices, recycling and remanufacturing technologies, sustainable manufacturing processes, and the development of secondary raw materials markets, as well as technologies and practices aimed at reducing greenhouse gas emissions;

b) promote cooperation, information exchange, and best practices, especially regarding the use of digital and technological tools to expand access for micro, small, and medium-sized enterprises to business opportunities in both countries;

c) identify new opportunities and expand the scope of cooperation related to the defense industry;

d) identify new opportunities and expand the scope of cooperation related to the healthcare industry, including medical devices;

e) promote cooperation and the exchange of experiences in the field of traditional medicine;

f) promote bilateral tourism flows and establish dialogue between the Brazilian Tourism Promotion Agency (EMBRATUR) and the Korea Tourism Organization (KTO);

g) promote cooperation and the exchange of experiences on the promotion and dissemination of creative industry products (series, music, films and video games) through media and streaming platforms;

h) promote cooperation and the exchange of best practices in regional development mechanisms; and

i) encourage cooperation and exchange of experiences on impact economy, social innovation and inclusive business models, including initiatives that support micro, small and medium-sized enterprises, start-ups and social enterprises contributing to sustainable development objectives.


Agriculture, Fisheries and Aquaculture, and Food Security


j) deepen bilateral cooperation through strengthening scientific and technological exchanges and economic collaboration in the fields of agriculture and food, including food security, smart farming, and improved sanitary and phytosanitary coordination;

k) promote the development of stable agricultural supply chains under the shared recognition that maintenance of reliable supply chains can be a common interest of both sides and a core element for food security;

l) deepen bilateral cooperation, with an emphasis on streamlining pesticide registration and licensing, promoting sustainable and climate-resilient agriculture, bioeconomy and digital transformation (including AI), as well as on the training and exchange of researchers and technicians;

m) with regard to market access for Brazilian beef, both sides share the understanding that all the steps necessary for the advancement of the risk assessment process will be carried out expeditiously, beginning with the technical inspection (on-site visit) mission to Brazil by APQA/MAFRA;

n) with regard to market access for Brazilian pork, the Republic of Korea expresses its intention to continue making efforts to expand access to additional Brazilian states beyond Santa Catarina, in a timely manner and in pursuit of mutually satisfactory results;

o) agree that existing bilateral and multilateral frameworks, including the WTO SPS Committee and the Policy Consultation Mechanism, may serve as appropriate channels to follow up and exchange information on technical consultations between the relevant authorities, with a view to reporting progress to their respective leaders; and

p) within the framework of existing cooperation between the Republic of Korea and Latin American countries, both sides agree to deepen bilateral cooperation in the areas of fisheries and aquaculture, in recognition of the potential of this partnership in the areas of trade, innovation, and fisheries and aquaculture management.


Trade and Investment


q) recognize the importance of a MERCOSUR-Korea Trade Agreement in promoting bilateral trade and investment and intend to carry out the necessary consultations expeditiously with the aim of resuming negotiations on the MERCOSUR-Korea Trade Agreement;

r) discuss potential barriers to trade in goods and services, as well as to investment flows between the two countries and in third markets, including the promotion of cooperation on sustainability standards, carbon accounting methodologies, certification schemes and regulatory transparency;

s) facilitate discussions on trade and the environment, the bioeconomy and emerging sectors, thereby enabling both sides better to address climate change;

t) encourage dialogue and cooperation on industrial policies related to the sustainable transition, the bioeconomy and emerging sustainable sectors, with a view to fostering value addition, technological upgrading and resilient supply chains; and

u) encourage the participation of companies from both countries in international fairs and exhibitions held in both countries.


SMEs and Startups


v) establish a structured and regular dialogue between the competent ministries and public institutions of both countries responsible for micro, small and medium-sized enterprises (MSMEs) and startups, with a view to promoting cooperation in areas of mutual interest, including digital transformation, artificial intelligence, digital trade, market access, access to finance, business formalization, capacity building, innovation ecosystems, and the green transition;


w) encourage their MSMEs to actively participate in exhibitions and fairs held by each Party, as well as to support mutual trade promotion activities, including the provision of space at fairs, and technical missions and visits to facilitate business exchanges.



3. Energy, Environment and Decarbonization


  Both sides recognize that climate change is one of the greatest challenges of the contemporary period, and that addressing it requires promoting sustainable development, as well as mitigation and adaptation efforts, which will benefit from greater dialogue and bilateral cooperation. To that end, both sides will pursue the following joint initiatives:


a) hold talks with a view to establishing a framework for bilateral dialogue and cooperation on climate change, with the aim of establishing a structured partnership for climate action;

b) hold talks with a view to establishing a framework for bilateral dialogue and cooperation on mineral resources, including with a view to promoting cooperation in the joint exploration, development and processing of strategic minerals, technology exchange and geological research;

c) encourage cooperation in the bioeconomy, including biochemical and bioenergy, bioenvironmental, biomedical equipment, bioinstrument and bioequipment, and bioresource sectors, with a view to promoting sustainable value chains and increased value addition;

d) promote cooperation in sustainable fuels, such as biofuels, biogas, synthetic fuels, hydrogen and its derivatives, and sustainable aviation fuels, as well as other technologies related to the transition to a low-carbon economy;

e) hold talks with a view to establishing a framework for bilateral dialogue and cooperation on energy, including the promotion of cooperation in industrial decarbonization, such as low-carbon industrial processes, hydrogen as an industrial input, and other technologies relevant to hard-to-abate sectors;

f) encourage cooperation on the development and deployment of resilient low-carbon and sustainable materials, including advanced materials and alternatives to carbon-intensive industrial inputs;

g) exchange experiences and best practices on policies and instruments aimed at fostering a just and inclusive industrial transition, taking into account social, regional and workforce dimensions;

h) considering the strategic importance of the maritime sector for both countries and the joint efforts towards decarbonization, both sides will seek to deepen dialogue and cooperation on biofuels and sustainable maritime fuels, including through the exchange of experiences and best practices in low-carbon alternatives for maritime transport, public policies, regulatory frameworks, technological innovation, and the development of sustainable supply chains;

i) encourage industry/commercial partnerships and cooperation related to digital technologies for addressing climate change, including artificial intelligence, digital public infrastructure (DPI), and communication systems;

j) explore joint research and development (R&D) opportunities in clean energy, as well as other mitigation and adaptation technologies;

k) foster the exchange of knowledge and joint capacity-building activities in the areas of mitigation, adaptation, and other topics on the climate, environment, and energy agenda, encouraging the participation of women in these initiatives;

l) strengthen joint climate mitigation actions by seeking partnerships in high-integrity initiatives to reduce greenhouse gas emissions, including technical cooperation for the development of negative-emissions technologies, forest restoration and agroforestry projects, and the sustainable management of coastal and marine ecosystems;

m) encourage cooperation to tackle plastic pollution, including in the marine environment, by exchanging experiences and best practices on policies and instruments regarding circular economy and plastic waste management;

n) strengthen technical cooperation by promoting exchanges of knowledge among governmental institutions and other relevant entities, including technology transfer, with a focus on the treatment of municipal and industrial solid waste, recycling and waste-to-energy technologies aimed at reducing landfilling, pollution, and greenhouse gas emissions, and the environmentally sound management of hazardous waste, while working to enhance national capacities for the environmentally appropriate final disposal of such waste;

o) exchange opinions and experiences on green finance, including market and non-market mechanisms and existing international funding initiatives, including the Global Environment Facility and the Green Climate Fund;

p) exchange experiences on Article 6 of the Paris Agreement by deepening and diversifying Brazil–Korea cooperation on approaches related to market and non-market mechanisms for the transition to resilient and decarbonized economies, on models of bilateral arrangements for the cooperative implementation of climate projects, and on the potential use of Internationally Transferred Mitigation Outcomes (ITMOs) to support the achievement of their NDCs; and

q) explore the Tropical Forests Forever Fund as an innovative alternative to contribute to the conservation and sustainable use of forests through a results-based financing structure involving public and private capital.



4. Science, Technology and Innovation


  Both sides reaffirm their strong interest in enhancing cooperation in science, technology and innovation, leveraging the significant capabilities that both countries have developed across a range of important fields, taking into account the high potential that technological development holds for their economies and people. In this regard, both sides will pursue the following joint initiatives:


a) encourage the convening of the next meeting of the Joint Committee on Science and Technology in 2026 and seek to hold subsequent sessions every two years;

b) strengthen the exchange of experiences related to science and technology development policies, the promotion of innovation, and the establishment of an environment conducive to the creation, acceleration and development of start-ups;

c) promote industrial technology cooperation among public institutions, research centers and private sector actors, with a view to sustainable industrial development;

d) encourage the undertaking of joint research projects in areas of mutual interest, taking into account the great potential offered by cutting-edge research infrastructures in both countries, such as the Brazilian synchrotron Sirius, of the National Center for Research in Energy and Materials (CNPEM);

e) encourage joint research and innovation initiatives focused on clean technologies, sustainable industrial processes, bio-based solutions and nature-based solutions and/or ecosystem-based approaches, making use of research infrastructures in both countries;

f) stimulate partnerships for the development of innovation in knowledge-intensive sectors, including applications related to sustainable technologies, industrial efficiency and sustainable development;

g) strengthen bilateral cooperation in the aerospace field, including through the promotion of dialogue between the official agencies of both countries;

h) encourage the strengthening of bilateral cooperation in space industry among actors in civil and commercial areas;

i) promote the expansion of partnerships and strengthen scientific and technological cooperation between the pharmaceutical, biotechnological and cosmetic industries of the two countries, including the promotion of innovation and regulatory harmonization;

j) encourage dialogue and partnership initiatives by researchers and research institutions, such as science and technology seminars and expert exchange programs; and

k) promote technical cooperation between science and technology institutions in the health sector, aligned with the priorities and needs of their respective health systems.



5. Cultural and Educational Cooperation


  Both sides emphasize the importance of cultural exchanges and educational cooperation for deepening mutual understanding and for strengthening friendship between the societies of both countries. To this end, both sides will seek to carry out the following joint initiatives:


a) actively promote the participation of artists and artistic groups in cultural events held in the other country, such as festivals, competitions, exhibitions, and international art forums;

b) reinforce support for the activities of the Guimarães Rosa Institute and the Korean Cultural Center, in order to promote the teaching and dissemination of the Korean language in Brazil and the Portuguese language in Korea;

c) encourage cooperation between the national museums and archives of the two countries and organize exhibitions in the territory of the other country, in light of the rich cultural heritage of both countries;

d) encourage cooperation in protecting cultural heritage from the impacts of climate-related risks, in line with the goals and principles of the United Nations Framework Agreement on Climate Change and its Paris Agreement;

e) facilitate cooperation and undertake discussions on audiovisual co-production, in order to expand and facilitate the integration of their audiovisual industries;

f) enhance collaboration and deepen discussions on audiovisual matters with the aim of expanding the exchange on methods, procedures, and best practices for financing, training, distribution, and the preservation of memory in the audiovisual sector;

g) organize “film weeks” in the territory of the other country and promote the participation of films from the other country in international film festivals held in their country’s territory;

h) negotiate a cooperation protocol on video games with the aim of expanding the exchange of information on methods, technical knowledge, procedures and best practices for financing, training and regulating video games;

i) discuss and exchange views on copyright and related rights for authors, performers, and producers in the digital environment, including artificial intelligence;

j) strengthen cooperation in the field of gastronomic diplomacy through the establishment of cooperation protocols, the execution of gastronomic promotion activities, and the strengthening of dialogue between the Guimarães Rosa Institute and the Korean Food Institute, as well as other institutions;

k) strengthen student and researcher mobility between the two countries, especially through the Student-Agreement Program (PEC), scholarship programs run by both countries and initiatives led directly by higher education institutions;

l) explore opportunities to increase the number of Brazilian students in Korea, including through public and private scholarship programs in Science, Technology, Engineering and Mathematics (STEM) fields; and

m) encourage bilateral cooperation and exchanges in the field of education with an emphasis on digital transformation, specifically national educational information systems, digital learning platforms, and artificial intelligence applied to education.

Adopted in Seoul, on February 23, 2026, during the meeting between the President of the Republic of Korea, Lee Jae Myung, and the President of the Federative Republic of Brazil, Luiz Inácio Lula da Silva, on the occasion of State Visit by the President of Brazil to Korea.
